Second All-Ukrainian Financial Literacy Test: The National Bank Invites Ukrainians to Take a 31.10.2025

From October 31 to November 7, the National Bank of Ukraine (hereinafter – the National Bank) will conduct the All-Ukrainian Financial Literacy Test for adults. The initiative is dedicated to World Savings Day and aims to help Ukrainians assess their level of financial knowledge and motivate them toward self-education in financial literacy.

The online test can be taken free of charge on the educational website for financial literacy "Harazd". Anyone can participate, although the test questions are primarily tailored to students, adults, and older audiences.

According to Andriy Pyshnyy, Governor of the National Bank of Ukraine, last year’s pilot project proved that financial literacy has become a truly important topic for Ukrainians.

"Last year, we offered Ukrainians a kind of "financial knowledge check-up", and the initiative received extremely positive feedback. We’ve embedded a special meaning into it: it’s not about "grades" or "scores", but about recognizing your strengths and areas for improvement in personal finance. Essentially, it’s a simulator for real financial decisions. Here, you can safely make mistakes to act more confidently and rationally in real life", emphasized Andriy Pyshnyy.

Why is this important?

The financial literacy level of Ukrainians is gradually improving but remains below the recommended standard. According to the 2021 study "Financial Literacy, Financial Inclusion, and Financial Well-Being in Ukraine", the average score was 12.3 out of 21, while the basic OECD benchmark is 14 points.

At the same time, payment fraud remains a pressing issue: in 2024, losses from unauthorized payment card transactions increased by 37%, exceeding UAH 1.1 billion. 84% of these losses resulted from social engineering, where citizens voluntarily disclosed personal data, card details, confirmation codes, and passwords to fraudsters.
"We want the All-Ukrainian Test to become not only a tradition but also a form of self-care for one’s financial literacy – a way for every Ukrainian to check their knowledge annually, monitor progress, compare results, and improve their skills", noted Yuliia Yevtushenko, Director of the NBU Communications Department.

The test consists of 20 practical financial cases – from budgeting and saving to using financial services and protecting against payment fraud. After completing the test, participants will receive a personalized selection of materials to help improve their financial knowledge.

In addition, by sharing their results on social media, participants can enter a giveaway for 20 gift boxes from the National Bank. More details about the giveaway rules are available via the provided link.

The All-Ukrainian Financial Literacy Test is part of the implementation of the National Financial Literacy Development Strategy until 2030.

Background Information

The All-Ukrainian Financial Literacy Test was first launched by the National Bank of Ukraine in 2024 to mark the 100th anniversary of World Savings Day. Last year, it attracted around 52,000 participants.
